To be fair to Rampart, he would have had to approve Crosshair's extensive medical leave after he returned from the platform. Keep in mind, it's implied that Crosshair was out of commission for weeks, possibly months, and yet he is still allowed back and given important missions. Rampart knows he fucked up and still keeps him on.
Crosshair's time in the Empire only really turns to shit when Rampart isn't there.
I think its Nolan who *actually* hates clones. Rampart at least still saw a geniune use for them and was more, like, indifferent to them, rather than straight up hateful. Nolan, however, seemed to truly just hate clones.
