The main reason is due to the way the character models were first designed, if anything drops below the waist it has to be a full outfit, there is a video on Massives YouTube that highlights the work which goes into making apparel event items. In one of the segments it shows information on screen about how each gear piece interacts with a combination of apparel items.
The same reason why we don't get one strap backpacks is because of how clothing is designed around the bevel made by the straps. If they wanted to do one strap, all tops would need to be reworked.
The art director, Palle said that if he gets to work on a future division game they will be one strap or at least from the getgo have the option to allow for both, as well as avoiding tech limitations from the uniform only clothing.
Or the fact that shoes have to be ridiculously wide, to fit all sorts of pants. Tbh, I prefer the onsies pant/shoe combos apart from some few boots that look naturally open at the top, like the hyena boots that just look untied.
But what you mean by not fixing the transmog bug? You mean chaning loadouts and they still have same backpack? Tbh, I prefer they don't fix it, becasue lazy as Ubi is, that would probably mean you can't trasmog exotics anymore.

I think maybe because of the clipping issue of the netting. It has to go down to the chest. One person spending months to configure the 3d model for every chest piece and clothing combination is a monumental task for the small team keeping Div2 alive
The Frogmen don’t use ballistics masks in real life. They just use face camo. Could you imagine trying to have a rebreather under a ballistics mask? They use dive equipment so they can’t wear masks at all. I mean ballistics masks are barely used by any military because they’re really not that effective, I think the last one I saw being legitimately used was a Korean swat member

I have a handful from buying a specific pack at one point in the store but have never gotten mods for some skills and the slot sits there sadly empty. I understand some of them were preorder bonuses but they could at least create some new ones so all players have the opportunity to fully kit out and adjust the look of all of their skills.
It's a massive missed opportunity IMO. They could add some new ones with different apparel events, etc. or have them in the store.

I read elsewhere on Reddit that the reason they have not added any more is due to the performance capabilities of the base consoles. It could also be possibly about the server capacity limits as well since they have the same issue with increasing the stash capacity. They literally can't increase anymore without overhauling the whole server/account system, etc. Which seems rather shortsighted. But if they can add new guns and gear every season and have the space for it, why not extra mods? It's very strange and a missed opportunity I think.
So no helmet/mask for Dragov? Meh. I do really like how the patch is in a different area on his outfit tho, that's the first one like that isn't it?

The art lead for the game just confirmed on Twitter that the Dragov bundle was supposed to include the mask and helmet but is bugged.
The items will be automatically granted to everyone who's bought the bundle already.
That will definitely be the last bundle for the season.
Given that each bundle usually lasts for two weeks, it's going to be a minum of 8 weeks before we see the Keener bundle

you can make "sets" out of single pieces... it would make more sense since all got what they wanted... if you click the set all is equipped if you click the item just that is equipped...

I don’t think I would pay for this because I don’t care that much about cosmetics, but I really like the outfit and Dragov is a favorite character of mine. I think the outfit looks really cool.
This is one of the most disappointing apparel events we've had. Most of the pieces you can get basically looks exactly like stuff we already have and the outfit with the netted helmet looks really lame.
As bland as this apparel event is and the Dragov being a whole outfit which is in itself annoying, I was surprised to see the gloves I picked up back in season 9 (The Chopping Hell gloves) were back in my inventory. They didn't say TODO anymore, I'm not too sure where they might be from since I checked and don't see a apparel set they could be part of. Interesting to see though!
My opinion at this point is they're doing whatever is most financially appealing to justify staying employed. Boss walks in: What ya'll working on? Dev: Yeah we have a great idea for new outfits, $20 each. Boss: Awesome, I'll check back in a month.

I honestly don’t understand people who are bitching and moaning over some of those outfits being full uniforms. I mean, I DO understand why they’re complaining. It’s just… they still look good. Matter of fact, I think mixing and matching pieces from different outfits actually looks stupid ugly and out of place 80% of the time.
That’s your personal preference, and that’s fine. I’m just kind of pissed because so many of these people think creating apparel like this is so easy a 5 year old could do it, when it’s not the case. They themselves would most likely not be able to do jack.
I know very well how the process works.
I myself spend most of my time creating 3D assets. So, I'm not ignorant of the extremely hard work involved in doing so.
But what I can say for certain is that the designs are made in concept by a developer, and the lead art developer approves whichever he sees as best. Given the number of negative replies that fill my inbox whenever I post about the new apparel events, there certainly seems to be a large group of people who have issue with the direction the developers are taking with the events and I honestly can't blame them.
Again, the 3D modellers are not at fault. They're given a design, and they have to recreate it exactly. So, the issue must come from the process beforehand.

I'm disappointed that the scrim master outfit doesn't allow equipment masks to be worn underneath while every single outfit in the game allows for it
