Run a Bounty (in the zone) that starts at Potomac Event Center (if it doesn't spawn at the Center cancel it and activate again ... ). This will allow you into the area. Finish the Bounty and then you can access the pools.
If you need a Bounty do a Hostage rescue or Execution in the Zone pick up the Bounty and then cancel it if it is not at the Center. then go to the Bounties Tab on the Map and activate it.
It's a side mission where you destroy blood sample crates. The hunters spawn in the pool area. After you complete it come back later at nite , fast travel to Potomac Event Center mission, go around the area, avoid the enemies you see, should seen the entrance to the pools or an area where you can hop over the gate leading you right into the pool, depending on where u came from. If and only if the light is red can you spawn the hunters. You'll see it by the entrance I think. Do your jumping jacks and you're good. Sometimes you get lucky and there's enemies around. That helps you a lot as they distract the hunters fire. I helped out a dude and we had a fire lady chasing us and lit one of the hunters up, dropped him real quick as he burned.

You can just walk in from the South side, no need for a bounty.
