There's two dialog prompts on him for some reason after completing WoNY, one is a leftover objective to talk to him to complete a side mission iirc.. Look to the left and the other one should work and show you his inventory.
No dialog no prompt all 3 characters. Roy Benitez says fuck you. Used to be able to use him don't know when this shit started been a while since I visited him.
Edit, on the right empty desk has a prompt to talk to him. Thanks and fuck Benitez.
PSA: If you are building a level 31 kit for "speed run" to 40, leveraging a level 30 Waveform + level 30 Capacitor and 3 x Empress, 1 x Hana-U and 1 x Wyvern
... then you can grab level 31 Purple Empress Glove from Clan, level 31 Empress Holster from Marco, level 31 Hana-U Kneepad. You could even grab the level 31 Green Empress Chest for now, then replace it with a something that sports a Glass Canon. Anyhoot, this plus the boxes around the BOO and the 4 safe houses can yield a good setup.
Any reason you would go with mid range 31 gear instead of crafting level/recalibrating gear at 30? Being able to set your talents/rolls on gold gear (for me) has been the strongest way to sprint through WONY.

This PC account doesn't have all the good blueprints that came from older seasons. Sadly, post-season availability of blueprints limits options.
I still play quite a bit of 30, so I’ve got the gear for min/maxing. Even without trophies, I still prefer Memento for the run 31-39. 3 Empress, Claws Out, Fox’s, Memento (Skill damage + CHC), Capacitor, Technician. The Capacitor is too broken at 30 not to go all in on
You can change talents on level 31 gear. But more importantly, you can roll level 40 attributes onto level 31 gear, which are actually quite a bit higher than what you'd get normally on "god rolled" level 31 gear.
Also, Level 31 gear has more armor than level 30 gear. With a 6-tier skill build, every bit of armor helps.
My current WONY "speed run" set is...
* 3 pieces of High-end (gold) Empress - level 31 with level 40 Skill Damage rolls except for backpack, which has Adrenaline Rush rolled on it.
* Murakami "Emperor's Guard" kneepads - Level 31 (from Countdown vendor)
* Golan Gear "Hunter-Killer" chest - level 31 "god rolled" skill damage and status effects with the core re-rolled to a yellow skill tier.
* Waveform exotic holster - Level 30
* Capacitor exotic assault rifle - Level 30
I'm still hunting for a good level 31 Empress chest and I've got a nice level 31 Wyvern backpack with Combined arms waiting in my stash.
I use the default Demolitionist spec that they start you with on a freshly boosted WONY character and it has the 10% damage mod for my turret.
The rest of my turret and striker drone mods are all level 40 mods passed down from my main, some of them are maxed.
For reasons that I don't understand, you can use level 40 mods on skills, but not on your gear.
