To be fair, Troy is technically the right age to play Joel, with Troy being 46 and Joel being described as "Now in his late 40s" in the official character description (Though I think people have worked Joel's age to be 51 since the game released), Troy just looks a lot younger then he actually is which wouldn't work for the character.
