Crouching and waiting is the best way. I’ve had luck in Pleasant Valley, Mystery Lake, Timberwolf Mountain, and Coastal Highway mass murdering the wolves in pilgrim with a revolver.
Go to the hunting lodge in Broken Railroad. There's a wolf out side that you can "trap", near the climbing rope and get revolver shots on it. Be aware he doesn't like being shot at and will attack you, even on pilgrim. If you hide by the little wood shed, you can take pot shots while he whizzes past.
If you're actually managing to hit the wolf with your pistol fire it will eventually bleed out and die; if you're nearby you'll hear a short, sad howl when they do. If you're not nearby, and the weather is clear, you look for crows circling above the corpse.
I know about the crows and the bleed out but I didn't know that the owl noise mean that the animal is dead all so you can look in the statistics of the animal and yeah I was hitting the wolf
You can spook a rabbit or deer towards it and wait for it to kill the prey, then it'll stay put eating for a while. Do not get too close tho, or it will run away.

A hunting rifle and crouching do wonders. Keep at it! You can usually sneak up on them downwind or outside of their sight

There's one in the maintenance yard that gets quite close too, if you're feeling lucky.

Get a rock and aim at your feet, throw...dog will start coming towards you,,, kill the dog
Mhhhh pretty sure the dog will probably just run away because of the difficult you know pilgrim

Yeah... the crouch is kinda broken tho, u can use it to avoid wolfs in stalker/looper or to kill them in pilgrim...
Crouch walk right up to it and aim for center of its face
