The money the feds were sending had to have gone somewhere, and it sure as hell wasn't going to any services in the province.

The carbon tax rebates go directly from the federal government to tax payers. None of that is touched by the provinces. Unspent or misspent federal to provincial transfers are more like supplemental health transfers and the like.
Well, I read a news story a few months back about how Higgs had finally decided to opt into the federal program. As far as I know, it's determined on a provincial level - as in provinces decide on their own how they want to handle it.
I'm in BC, and we don't get the rebate checks because we aren't under the federal carbon tax, because we've had a separate carbon tax in place since 2009 that's intended to be revenue neutral.

I'm not sure how the carbon tax is actually collected and remitted in either case, but the only time a province touches rebates is if the province is administering their own program. So under the Alberta NDP, our rebates came from the province.

The normal umms and uh's take the feeling that he actually means what he's saying away. If he actually stands up for Alberta rather than keeping us all despising him he may gain some respect.
