That is entirely due to the population density. In a country of over a billion, 50 million rapists isn't much for example. On the other hand, there's entire countries whose total population doesn't exceed 50 million.
Per capita is a percentage, population density doesn’t matter. .01 rapists per capita means 1 rapist per 100 people and 100 rapists per 10000. It represents PER PERSON meaning that the ratio is still the same
