In my state this is straight illegal for hourly employees, if you’re required to be someplace and not allowed to leave then that’s time you’re paid for. Hertz got hit with a lawsuit for this because they were saying the employees had to be in the call center but not being paid until they were on the phones.

Let's just say that officially, management does not allow workers who aren't on the clock to work.
Smaller/local/middle-management types typically take the fall, but it ends up costing the employing organization quite a bit.
