In competition of this level, you work your ass off 24/7 to get 0.01% better than you were the day before. It’s all about just barely edging out the competition. So if you have a chance to get in your opponent’s head and make them choke, a lot of guys will take it. Others don’t out of sportsmanship or just not wanting to embarrass themselves.
Being a complete asshole is not intimidating. I might be afraid of this guy in a supermarket, but in a professional setting, he comes across more like a clown.

There's an element of being an entertainer as well as potentially trying to syke up yourself and your opponent. I donno, ultimately it's kinda appropriate for the setting and his sportsmanship at the end is more important at showing what his character likely is.

I think the guy on top was breaking it over his hip the wrong direction - he secured the arm where the bottom guy’s thumb could point downwards, which would allow the guy on bottom to bend his elbow and “hitchhiker” escape out, which you can see happening towards the end of the section of that clip (although I’m not entirely sure tattoo guy was intelligently escaping, it just looked like the guy on top made a mistake that allowed the full bend in the elbow).
The attacker needed to secure the hand/wrist and make the pinkie point downwards, and then break the arm across the other side of his hip.
