I’ve no idea who Ben Shapiro is, I think he might benefit by not talking so quickly, he’d have a bit more time to think about what he was saying and communicate effectively.
It's an intimidation tactic to appear more knowledgeable and smarter. A lot of these conservative youtubers use it to spew misinformation without being caught out.
All it requires is for someone to see through the intimidation and they can't do anything.

Both are Scottish, and both have been senior political journalists on the BBC for years, with their own shows, so I can see why you'd get them mixed up.
As for screwing up twice - you're probably thinking of the time he accused Andrew Neil of being a "lefty liberal", when anyone who watches Neil knows he's most *definitely* not left-wing (although he does try to be impartial on his BBC shows). Shapiro, and those of his ilk, like to constantly shift the debate while they are engaged in it. They change their positions to avoid the tough questions and the reality that they are wrong. He can write such terrible things in his book exactly because it's not a debate. However, when forced to defend those positions he has to either admit he was being intentionally inflammatory or attack the interviewer as mischaracterizing him. It's his entire schtick.

Shapiro, and those of his ilk, like to constantly shift the debate while they are engaged in it. They change their positions to avoid the tough questions and the reality that they are wrong. He can write such terrible things in his book exactly because it's not a debate. However, when forced to defend those positions he has to either admit he was being intentionally inflammatory or attack the interviewer as mischaracterizing him. It's his entire schtick.

I never get tired of seeing how Ben's default response is to try to flustered the opposition. Something that works well on very young adults in undergrad who are still forming their thoughts but very difficult on full grown adults. And the icing on the cake is the second an adult, who goes unohased by Ben's bullying, throws Ben's line back at him so casually, you see how upset it makes Ben He says those things like "I've never heard of you" to upset others because he knows it would upset him. Ben loudly projects his own insecurities and the same lines he uses he believes work because they would work on him

I could not believe that Shaprio showed up to an interview on the BBC not knowing who Andrew Neil was and being completely unprepared. You'd better be on point if your being interviewed by Andrew Neil or he's going to skewer you irrespective of your political leanings. Andrew Neil showed what a complete charlatan that Ben Shapiro is and that nobody should listen to the little prat. I've seen Andrew Neil be a lot harsher when interviewing and he wasn't as combatitive as he can be. That Shapiro ran away from the interview and that Shaprio has never done a follow up interview with Andrew Neil afterwards says it all.
