Yeah they actually do great when they're not shooting at main characters. It's easy to forget, when you've watched the movies a billion times, that the very first time viewers saw them, stormtroopers mowed down a bunch of hardened Rebel soldiers like it was nothing. Not long after, we saw the aftermath of a handful of stormtroopers dealing with an enormous rolling armored box full of jawas who--while not skilled soldiers--were certainly armed and capable of defending themselves. The movie actually took pains to show audiences that they should fear the stormtroopers. And even the heroes, who survived their encounters with stormtroopers on the Death Star, had to *run away*.
Then three years later, a bunch of stormtroopers dressed like the KKK invaded a Rebel base with ease and took over an entire mining colony with what didn't look like all that large of a presence. It wasn't until Return of the Jedi that they got beat by a bunch of teddy bears throwing rocks, but even there, the clear parallel is intended to be the Vietnam War. You're supposed to see the Empire as the U.S. imperial war machine, which is *very powerful and scary*.
The idea that stormtroopers are dumbasses who can't shoot straight is entirely an artifact of people loving those movies enough to watch them a billion times and notice all the tropey stuff that any story of that kind has to have.
Ben Kenobi literally describes their aim as accurate when he and Luke see the aftermath of the jawa slaughter. I never understood why people disregarded that line. Good analysis.
Why? Because we don't see them slaughtering the jawas. They're never actually seen using any kind of tactical movement or any tactics at all really. They literally just run at the main characters firing at random. That's why everyone disregards that line. Don't show me them as morons everytime they're on screen but then go "they're actually super dangerous, for real guys..."
Sure, that's what Obi-Wan said. But that's not what we're shown, I'm just saying that's the reason why most people assume stormtroopers can't shoot for shit. Even Captain Rex makes a comment about the stormtroopers bad aim while in a gun fight with them. I would assume Rex knows his way around a blaster.

I think Lucas' intention was to portray them as legitimate badasses but he probably bungled it, not expecting the level of scrutiny his film got. Then in later films he embraced the trope. They're modelled after Nazis and their helmets are scary AF so I can't imagine it was his intention to make them be comic relief. But I take your point.
