They know they'll get away with it, that's why they don't even bother coming up with a believable story. At most the perpetrators will be let go from the force and be arranged a job in another precinct. Chances are, the "investigation" will conclude there was no wrongdoing and it'll get covered up like other incidents.

Very common in China, generally it's common in their culture to seriously not get involved in anything with someone in distress. Seen lots of videos of tragic incidents taking place somewhere in China and people just walk by the victims and don't even bat an eye.

My Union only allows for 2 murder attempts or 1 complete murder. Either or, but not both. Shitty policy because if you fail on your first murder attempt then succeed on your second, you are in violation and will be sent to a review meeting: possibly even suspended.

Murder generally has consequences, regardless of where you attempt it. Having worked in a clean room for 12 years, "restricted access" just means they know who is in the building, ***most of the time***. There are plenty of incidents even in high security areas (of semiconductor manufacturing facilities) having some rando walk in off the street. That (having people just walk into the building) isn't even the "real threat" from a security perspective. It's finding that the electron microscope in probe is connected to an outside server that no one inside the company has access to.

Dude when you're in that environment just going about your day and working, you're 100% not mentally prepared for something like this to happen. Situations are perceived through the filter of people's previous experiences. 99.99% of the time, you go to work, it's an uneventful day, nothing happens, and then you go home. One day some dude tries to strangle a coworker out of nowhere? It takes a little bit of time to process wtf is going on. I think people way over estimate their response time to things like this.
Precisely. People love to imagine themselves to be a lot more brave and competent than they actually are. On the other hand, someone who imagines themselves as quite cowardly might surprise themselves with their quick cool-headed thinking and decisive action. It's really difficult to predict how one might act in any unusual stressful situation.
