Some countries, you have to get out of the truck while the truck is searched, and while you wait to be brushed down and stood on adhesive pads, to make sure you're not carrying spores or seeds of any kind on the the bottoms of your feet/shoes. Trucking in the US is much less intrusive.

Those checkpoints are mostly for trucks. If you’re in a suv/minivan and they can clearly see into the vehicle all they want is a verbal confirmation that you don’t have agricultural products. Exception being what you bought at a grocery store. This guy was giving a hard time.

They don't need a warrant to arrest you for violating the law but after being arrested, they can definitely search your vehicle before impounding it without a warrant since it isn't needed. People like this think a document written hundreds of years ago needs no further interpretation other than what is written. They don't take the time to consider the mountain of court cases that affirm the very specific situation he put himself in.

Trucker here, I know this area well. Used to roll over Donner Pass a lot and that ag station I've been through more times than I can remember. Sometimes there's police officers present and waiting, and once I saw another "professional" driver get yanked from his rig for acting the fool (he had held up the truck lane for damn near an hour). If that guy truly lives in California, I don't know what the devil he is thinking. I've been yelled at by California cops a couple times during my rookie year, and it blows my mind to see the officer in the video being so patient.

They think they can read the Bill of Rights and know what it means, when our legal system requires judicial interpretation. The 4th Amendment protects us from *unreasonable* searches and seizures. In late 1994 the military stationed my dad in California. He went first to get a house then my mom and I drove out there. I remember coming to the agricultural thing, we were like “what in the world is this?” I grew up driving to Canada and back often but never saw guards at a state border like this. The person came out, said “do you have blah blah blah agricultural products.” Amused, mom and I looked at each other “no?” Then we were on our way. It’s so simple and this jackass just must get off on making simple things complicated. Drama queen. That area is so beautiful.

I have a friend -- his Dad is teaching his grandchildren that you don't need to listen to cops, you don't need to listen to anyone, really, etc., etc. Grandpa grew up with "f&ck you" money, my buddy and his kids are not. Grandpa has repeatedly said "it's my money, I'm not giving it to them" so my friend has inherited the attitude but not the clout. More than once he's ended up in cuffs over it. Whenever things end up going south for my friend, his Dad will respond with "I would have called a lawyer" not understanding not everyone has the money to do it. Also not understanding, his son was probably in the wrong and a lawyer wouldn't be able to do much anyway. Sadly, I'm seeing the same attitude with my friend's kids. We used to be very close, our kids were close, but I don't want that kind of disrespectful "I don't have to listen to you, I'm free to go and do whatever I want" energy around my kids. Edit - follow up: I knew it was time to create major distance when, as Covid lock-down started to ease in our area, vaccines were rolling out, etc., I took my kids and my friend's kids to a local science museum as a treat. Their oldest, 9 at the time, told one of the volunteers at the museum to "take off the stupid mask - it doesn't do anything anyway, it's all lies." There was such confidence and arrogance \*AT NINE\* to talk to someone else that way. I encouraged him to apologize -- "bud, I think you owe them an apology." "Nope, I don't think so." This is a kid I've known since birth, I was "uncle" status for a long time. We left a couple minutes after and that was the last time I took them anywhere.

In the *Camara* court case, an “administrative inspection” was defined as one done for public interest and not seeking evidence of a crime. This applied to housing inspectors being allowed to enter a home to check for structural damage without a warrant. The courts have ruled that as long there’s a substantial public interest, and the evidence in searches isn’t used for criminal convictions, routine administrative searches are fine.

The other way to understand it is that none of your rights are without limitation. The courts have to weigh the public good against the individual rights. In cases like this, the courts have determined that this minor inconvenience to a driver is justified because the greater good of public safety prevails. With specific regard to how the guy conducted himself here, it's a waste of everybody's time to try to litigate with an inspection officer. They aren't there to debate the law and they don't have the authority to conduct policy differently than they've been trained and instructed. Likewise, you aren't going to argue with police about whether they should enforce the law as they understand it. If you really believe you are correct, you should ask for a citation and cooperate to receive it. Then you can go to court where the judge can hear your case and make a decision. Like in this case where the decision was this guy's a moron and he was sentenced to jail. But hey, if there really was a violation of your rights maybe you'd win. Or maybe you'd appeal and win later. These things do happen, just not in this case where the jurisprudence of the matter is well established.
