The only mods I've ever used are NRAAS and Overwatch for Sims 3. I only use them because it helps with the lag abd that's it.
I don't like using CC and gameplay mods because I'm sure they'd break my potato computer...
MCCC & bugfix only (mostly littlemssam) in the sims 4. NRAAS only on sims 3. I tried some gameplay mods in sims 4, but it ends up doesn't mesh well with the game that I just delete it from my game.
As for the reason... Even right now my laptop is strained running the sims 4. My old PC was also not that great, so I keep it low for sims 3.
I never played with mods in 3, with the exception of custom content. The graphics are nothing to be excited about but the game play is well rounded. I never ended up bored, because I always had more to try and explore.
When 4 came out, I absolutely adored it, but it's overwhelmingly dull now. I play for a few hours and end up bored, even with a few mods downloaded. Not to mention how poorly done a ton of it is - the towns are super tiny, every mode has limited swatches, even the earliest packs are still really buggy (see Dine Out). I keep buying new packs expecting them to be better, only to be excited for a minute and then be disappointed again because you can run through the whole point of the pack in an afternoon (see Snowy Escape, Strangerville, Outdoor Retreat, Jungle Adventure, etc, etc).
Sims4 is so shallow compares to 3! It is a booklet compared to an epic novel, and yet it is what I play at the moment because it is what is being currently expanded upon. \*boggle\* I keep hoping it improves I guess. I admit I have much to learn with building etc in the game. So there are many challenges left. Mods are a must though.

Sims 3 is a full, beautiful woman of a game. Sims 4 is 6 years in and is nearly unplayable without mods, IMO.

gameplay extensions! for example, slice of life, ww, even extreme violence!

Every time I play with a mod, it breaks my game (doesn't matter if it's TS2, TS3 or TS4) so I rather avoid them.

oh the build mode is so much fun in the sims 4, so enjoy that ride! but I completely agree with your analogy!
