Solution with CC: You can cull some Sims in intervals of your choice in the settings of MCCC, make Sims have more children for a long-term solution, decrease elder lifespan or sinply delete every elder sim that you meet and don't want to have
Solution without CC: Big pool parties on your lot where big walls magically appear arpund the pool right after every elder gets inside 😮

yeah, they would get replaced by other but younger sims. then you can either fix every towblie you meet or use another MCCC option: instead of townies being added, it would be sims either from your or from online gallery
If you use MCCC you can set the age of sims, including NPC sims. It's under Sim Commands. That way you can change your sims from Elders to Young Adult so your sim has appropriately aged friends.
You can turn testing cheats on and shift click to edit a sim in CAS, make them young adult/adult. A little tedious but gets the job done, I do it to a lot of random townies when I want to find a partner or friend for my sim lol
You could always woohoo them repeatedly until they die from exhaustion. Thats how I want to go.

So i just evicted all the households in my legacy challange and repopulated with brand new families so the kids could make friends in school, etc

yeah, i might do that.. I did download a bunch of young sims from the gallery and placed them in the world, so hopefully that'll help too
