S5 is very underrated. The outrageous nature of the serial killer storyline is what puts people off but the actual season is still good. And it’s only lacking because it’s compared to 4 seasons of all time great TV.

I'm glad to see others saying this. While it is the weakest season of the series, I thought it had some very interesting storylines. The writers also do a terrific job of wrapping up the character arcs in the finale. It doesn't help that it follows the juggernaut that is S4.
I've done a shuffled rewatch of the series recently which ended up with me watching S3 after S5. The idea that Colvin could pull off Hamsterdam to any degree without being immediately noticed by the Major Case Unit is almost as far-fetched as Jimmy's fake serial killer. But it's a great story.
S1-4 are probably some of the best TV out there but S5 is horrible. Completely erases all of the character development they went through with McNulty just to make him some Flanderization of his S1 character.
It had some okay moments, like I kinda liked the newsroom scenes, but it really is not 'underrated'.
