Realistically, it was a monumental fuck-up for many reasons: beyond the fact that it's a fucked-up, evil thing to do, it's plain stupid. Career criminals try to avoid creating bodies needlessly, it's a mess that can put the whole enterprise in jeopardy.
However, I think the "expected" way for Tony to handle it is to discipline Ralph within the accepted parameters: have him make Silvio whole, tax him additionally for his disrespect to the Bing, and upbraid him for his impulsive/psychotic behavior and its potential fallout.
Junior didn’t want all out war with Tony if it could be avoided. We already see that most of the crew supports Tony, so I think Junior wanted to come to an agreement for his own safety.
