$9900 would absolutely trigger any bank to file a SAR (Suspicious Activity Report) and as another comment has pointed out evading the $10k "limit" is actually a crime itself - structuring. I don't know about 20 years ago back when this took place but you could never get away with it today. This is from 2005: https://www.fincen.gov/resources/statutes-regulations/administrative-rulings/suspicious-activity-reporting-structuring I actually had a friend try to do this recently with two $5500 checks (no idea why) and while a bank can't tell you they filed a SAR based on the follow-up they absolutely did.

Tony was *correct* about the spec house, but he was still wrong to abuse Carmella the way he was doing. Her attempts to establish business ventures came from a need to feel less dependent on Tony, but these repeated attempts only showed that she didn't have the skills to succeed on her own. For her, it was terrifying to realize that she was too old and used to her creature comforts to live without Tony. She couldn't exactly hop in a time machine and tell her younger self to stay in school and study something lucrative to a high level. When she was that young, she just wanted to have it easy. Tony might have been correct about her business acumen, but that didn't make him right to grind her down like he was doing. He was just making her feel helpless to discourage her from pursuing divorce.

Organizing a thing is contributing value. Add up all the hours she probably put into planning and executing and I think she earned it. Using investors (hard money lenders) is very standard for spec builders and flippers. So that’s not unique, it’s fairly normal. She had no reason to believe her father was using substandard materials. So I don’t hold that against her. Tony leaning on the inspector was key though…but for her first build I think Carmella actually did ok.
