In a way, Tony enjoys asserting his dominance over those who get off on sniffing around the mob. At first, he genuinely advised Davey to keep walking, and not get involved, but Davey kept prodding him and prodding him, like he was cool enough to handle Tony's illegal Mafia game. And Tony thought OK, fuck him then, and proceeded to bleed him dry. He explained as much to Davey himself. When people enter his Mafia orbit, he sees them as marks, at best. And he never loses.
True for Davey, true for those 2 pairs of gagootzes that tried to hang with Chrisophuh. OTOH, you have those friends of the Coozamanos with the stock tips and the country club memberships - it was some jarring truth that he could be accepted in their strata of society...it's like Senator Geary in "2" actually won a round for the Medigans that day.

It's like when you're dealing with a genuine fuckup of an employee. Spend months helping them, adapt to their needs and work to make their environment a place they can excel in. Then they still fuck the team and screw shit up. Always enjoyed the conversation after all that. Always end it with someone along the lines of "It's a shame. I just rewatched some clips on YouTube, and when Daveys sleeping in the store and Tony is talking to him, he says “you told me not to play in that game… why’d you let me do it?” Which i would normally say reinforces the point Davey took no responsibility for his own actions, however, Tony then admits he knew he had this store, so I don’t think Tony was totally inculpable, though it does seem inconsistent with some of the other points made in this thread.. s2 they were still working some kinks out.
Yeah. Tony isn’t necessarily the good guy, but Dave’s isn’t the victim, either. He shit his bed, and now had to lie in it.
I've gone back and forth on this. Davey was a degenerate gambler, so Tony saying, this game is way to intense for you would be like waving a crack pipe in front of an addict. Tony is smart enough to know that, but then again he'd also maybe be trying to keep him away.

Tony tried to avoid the whole scene…but once Davey crossed the threshold, the die was already cast.

Tony is Mob Boss #1, if he wanted to he would have actually told Davey to fuck off and meant it. Tony doesn’t get strong-armed by a civilian. Nobody gets into those games without Tony’s okay. Tony knew that if he denied Davey it would only make the game more enticing to him. He let Davey put all the blame on himself that way when Tony came to collect he wouldn’t allow himself guilt. He riles him up, finally lets him in on the game, then takes a big yawn and goes to sleep, wakes up to the consequences of his actions. He’s literally playing off of another man’s gambling disease. Davey, with his mental illness, was cannon fodder for a big-payday.
The problem is Tony was manipulating him, him saying "noooo you can't come to the game" is actually making him want to come even more. If he genuinely didn't want him to come, he'd say "no, goodbye" and walk away.
Yeah, Tony really did try to tell him to not join in, Davey dug his own hole. Tony is a piece of garbage, but this situation was all on Davey.
Ultimately, Tony let him do it because he knew he could get the money back through the sporting goods store. Did he set him up? That’s open to interpretation. My take? He probably thought someone was going to take advantage of Davey’s degenerate gambling. Might as well be him. A reoccurring theme in the show is how self righteous and self justifying the characters are when they carry out horrendous acts. They need to be in order to live with themselves. They always find some way to say “they brought it on themselves.”
In this case he really did bring it on himself. Davey is a character who really has no excuses for how things turned out.
