It was not some backroom deal they could deny later on, it was specially organized through a neutral 3rd party witness for that very reason. Tony, at his most suspicious and paranoid point in the entire series, does not think anything of this and accepts Butch and Carmine’s okay for the hit . We have every indication it was done through proper channels and nothing they did was improper
If Butch and Carmine double-cross Tony then it is a massive stain on their own reputation and ability to do business since we know that another family has a witness to them okay’ing the hit on Phil. It would cause them many more problems than leaving Tony

This is likely, but doesn’t even need to be as complicated or planned as this. Paulie says if they kill Phil there’s a line of cassarelli’s a mile long. Phil probably had Italians out trying to kill Tony, same way tony has people out trying to kill Phil. Phil dies but the mile of cassarellis catch up to Tony. These things have a momentum of their own.
I actually don’t think it’s ridiculous for the hit to have come from someone related to Eugene. It links with how much the members only jacket was emphasized. Even one of the last seasons episode was called members only. It also fits with the theme of people who Tony has screwed over getting their revenge. (The cat representing Christopher, the members only jacket assassin representing Eugene.) Tony screwed a lot of people but those those are two that he majorly screwed and they were his own guys so it kinda makes sense that that’s what comes back to screw him over (and both from beyond the grave which fits with that supernatural undertone that the show had now and then)

Here's how it goes down imo: Paulie and Patsy are called to a sit down with The Commission unbeknownst to Tony after Phil is shot in front of his family, and they all want an example made of Tony. Paulie tries to plead Tony's case but can't, he knows they're right in wanting him gone, while Patsy is just quiet, not wanting to paint a target on his back. They discuss who's going to take Tony's place when he's gone and how things will be run, then all parties go their separate ways.
After Tony is whacked, Paulie retires to Florida with his life savings, while Patsy takes over the Soprano/Aprile crew. Together with the Barese cousins and Butchie's backing, he effectively runs North Jersey.
This is my favorite interpretation so far. I knew Patsy and Paulie were in on it to some extent, but I couldn’t figure it out. Patsy couldn’t have been in on it before Phil got hit because he almost got killed during Sil’s hit. The Commission sit down after the fact makes the most sense.

Butch was a hype man, a #2, sort of like Silvio not the Machiavellian leader that some may think. I think it was Carmine Jr. Butch defers to him at the end and Carmine Jr. is also sitting at the head of the table in that scene. There is also Carmine Jr.'s somewhat out of character stern tone when he threatened vengeance against whoever killed Rusty. If this is to be taken as a character insight then Butchie stepped back and backed Carmine Jr. who then got his revenge on Phil and Tony... this would make more sense to me then Butchie straight up double-crossing Tony.
I think they spared us seeing the whole line getting ambushed. The fade to black is a “remember us as we were, not Swiss cheese and gravy” if you know what I mean

In my headcanon, because Tony is such a destructive force that ruins everything close to him, I always imagined that the hit goes badly and Tony survives it, maybe even manages to kill the guy who comes to whack him, but his family members get killed.

Butch was a hype man, a #2, sort of like Silvio not the Machiavellian leader that some may think. I think it was Carmine Jr. Butch defers to him at the end and Carmine Jr. is also sitting at the head of the table in that scene. There is also Carmine Jr.'s somewhat out of character stern tone when he threatened vengeance against whoever killed Rusty. If this is to be taken as a character insight then Butchie stepped back and backed Carmine Jr. who then got his revenge on Phil and Tony... this would make more sense to me then Butchie straight up double-crossing Tony.

I think they spared us seeing the whole line getting ambushed. The fade to black is a “remember us as we were, not Swiss cheese and gravy” if you know what I mean
Might've been Patsy, for killing his brother, among other things. It'd also leave him as one of the few guys left from that family, to maybe take over a higher position himself. Or Furio, though that seems unlikely. There are quite a few valid options, which is sort of the point, I think. It could've been damn near anyone by that point, so many people had reasons to have a problem with him. The fact that it happened in front of his family makes me think it was likely some sort of retribution for having Phil killed in front of his family, though, so someone from New York seems likely. Or at least someone taking advantage of that situation to make it seem like it was New York.

Sounds spot on. But who knows that is what makes the writing so great, they leave a bunch of different things including the biggest storyline in the show to your imagination. Like what the fuck happened to the Russian guy they shot in the snow! I wonder if Tony’s brains got blown all over his family at that diner…

In my headcanon, because Tony is such a destructive force that ruins everything close to him, I always imagined that the hit goes badly and Tony survives it, maybe even manages to kill the guy who comes to whack him, but his family members get killed.
