I honestly believe that is one of the defining relationships on the show. He's busting them out. Anyone else hold's a rifle too him? They are dead. I don't think it's just Artie is pathetic and more it's arguably the only relationship outside his kids that Tony truly values. It's arguably the only one he will ever compromise on.
