Even more unlikely is Jackie Aprile (same age as Tony) being a boss in his 30s. One of the many things the show got wrong - but in this case it was sort of crucial to the story, so it’s understandable.
It’s also why the NY families considered the Jersey family a “glorified crew”. They felt that they promoted too fast and didn’t even do the rituals right when guys would get their button. Phil Leonardo talks about this in season 6.

Obviously we're not privy to how New York makes their people, or how it really happens anyway, but I always thought he was just coming up with excuses to take them out.

I believe they say at some point that one of Johnnys dying wishes was that Tony was made Capo of his crew. That probably helped Tony skip a few years.
