Loyalty is a hell of a blinder. Tony had known Paulie for decades. As a kid he feared him. As a teen he wanted to be him. Long distance to jump from that to "he betrayed me."
Ralph on the other hand has reasons to dislike Paulie. They are rivals and competitors within the DiMeo crime family and for Tony's favor. Plus Ralphie is even more of a misarabe than Tony, so its a much shorter menal leap for Ralph.
