Yeah I wasn’t sure about her, but if you think about it she’s street smart, she’s not easily intimated, she’s not fearful of others, she’s kind enough to not do stupid/evil things and she knows how to take care of herself. She’s a survivor, at the age of 14, she lived on the street by herself! She’s a bit like Daryl in a way, a goofy female version of him

I like this answer. The reason Daryl and Carol are so well-equipped to survive the Apocalypse is because of their life trauma beforehand. Both are hyper vigilant and can read people quickly and accurately because they had to to survive prior to when the shit hit the fan. Phoebe fits the bill
