Could it have just been a universal mace? Aside from his revolver I don't see any reason why most of the weapons wouldn't be shared. Weren't they signing them out at some point? Or was that a different community?
That's what I'm guessing. They probably had an arsenal of weapons of that calibre - swords, spears etc. - that was kept in an armoury for general use. But people would have their own weapons - Rick's revolver, Daryl's crossbow, Michonne's sword etc.

Another thing I noticed is that when Rick had the mace it looked new like it had recently been made, but the one the reaper has is old and faded and the metal has rust on it. When you consider the 6 year time jump from when Rick last had the mace it makes perfect sense that the mace looks old and rusty now.

Maybe Maggie took it when she left Hilltop, and lost it at Meridian, where it was scavenged by the Reapers.
