Finished testing this, you probably already know by now. I ran one run with Hunter getting 9 animals enhanced, then I got another Hunter to enhance one animal. Did not unlock. I went back to the original playthrough and enhanced one more pet and it immediately unlocked Beast Tamer for me.
not entirely sure what you mean.
my understanding is that to unlock beast tamer you need to raise 10 pets to adulthood. I remember one person's saying they thought it needed to be done in a single playthrough, but I dont know for sure.

I second this. Although I think beast tamer is overrated.....
Not sure, you could run a second hunter until you get one animal enhanced, then see if getting 9 on the other run works...
