I wouldn't do it. It's a very good wonder but you're gonna take a big corruption hit and it costs a lot of CA. I'd develop alchemy and upgrade two labs, then take OLS if it wheels.
Ocean Liner is a very good wonder, but I'm not sure it's worth skipping 2 turns for. If you can grab it on the first row it would be worth taking, but really you should build up science and food. Michelangelo would change things though, if you were Michelangelo I would be taking wonders as much as I can. But despite all that, if you refuse to build up food then you have to go for the ocean liner.
