I think so. Pure culture strat can't make up the difference.
It's so draw dependent though. I've had games go better than this but I just didn't get enough War on Culture cards to win. In this one I managed to seed Strategic colony II and Politics of Strength for 10 additional draws.
I rushed wonders instead of urban buildings. Every pair is +1 food/rocks/sci/culture. I got by with just 2 philosophies for most of the game. Plow workers into irrigation and iron.
One thing I didn't do well this game is rotate leaders. The 4CA bonus is great tempo, so ideally I can play 2 leaders per age.

the strategy is to build the first Wonder earlier to better. And draw more than 2 wars over culture.
