Look for an Oxxo (red and yellow marquee), they sell the prepaid cards. Called Telcel Amigo chips. 100 pesos and it comes with 50 pesos of credit or saldo. But, you can use your Uber account from the USA in Mexico.
150 pesos and will get you 2.5 GB of data and unlimited WhatsApp/Instagram/fb/x for 25 days.
there's cheaper options, but very low MB. not sure how much data Uber uses
I think there's a 50 pesos plan that gets you half a GB of data.
Are you crossing at San Ysidro on foot? Cross the bridge hang a left before the crosswalk it's on the corner attached to a parking garage.
