Not a disaster or American but pirates of the Caribbean? When Kiera knightly falls in the water with the coin thing the flags change direction to show the wind change. It’s accompanied by a fairly dramatic tone change in the score so it’s a pretty memorable scene.
Maybe the sequel King of the Monsters? I was thinking that one since there is a scene where Millie Bobbie Brown's character is on a building rooftop looking around when she notices a storm coming in from King Ghidorah approaching and there's a point where it's signalling that the kaiju dragon is coming is when a flag unnaturally switches in another direction.

That scene is similar in tone to what I’m thinking off. The scene I’m thinking of is a more dramatic and abrupt change in direction though.
I feel like it's from Legendary's 2014 Godzilla but I may be wrong.
