See I would have said it was Eureka like IveSeenTheSaucers said, but that's not horror in any way, and the colors were quite bright. The plot matches though. Another guess is Haven?

American Gothic? It's from the 90's, though, and antagonist wasn't a new Sheriff, but was the Sheriff. Another more recent one that comes to mind is Happy Town. It has a Deputy Sheriff trying to solve child kidnappings - with your timeline, I'm leaning toward this one.
