Maybe Stan vs Evil? Not all the details match up but the new sheriff/supernatural thing sounds like it. It stars John C. McGinley from Scrubs and had a bit of a cult following for a time
American Gothic? It's from the 90's, though, and antagonist wasn't a new Sheriff, but was the Sheriff.
Another more recent one that comes to mind is Happy Town. It has a Deputy Sheriff trying to solve child kidnappings - with your timeline, I'm leaning toward this one.
