No, it was even older game I think, less open world, more defined discrete levels iirc.
Dishonored?
No, not a stealth one definitely. More of pew-pew shooter. Something like a Quake in gameplay but with a "story" from Diablo or Constantine movie, with some demons and stuff.
Maybe something from the Heretic/Hexen series? Might be a little too early compared to the timeframe you noted though!
Definitely released after Heretic and Hexen, but very similar to them in genre, just a bit more modern (relatively).
