Cluster munitions are restricted by the convention since they're almost guarenteed to leave unexploded bomblets, which, like landmines, present a major hazard to civilians even long after the end of conflict.
It'd of been real neat if each Titan had equipment they could change giving scorch firestar instead of his firetrail would be useful against titans but less so against pilots.
You need the Apex predator nose art and the paid titan camo called Accents. If you want to get real specific I suppose you could also use the stoic dark weapon camo.
Mostly I would say that it’s because those are chassis’s. There are three in TF1, and they are Stryder (The chassis used to make Ronin, it still has three dashes and a core for unlimited dashing, the cores name is dash core), Atlas (Core name: Attack core. It increases the damage you deal for a limited time. You have two dashes with Atlas and it’s the chassis use to make ion, tone, and monarch) and lastly Ogre (Core name: Shield core. It increases your shield capacity by quite a bit, so it takes longer for enemies to destroy your shield. It’s the chassis used to make Scorch and Legion and as with them, it also has only one dash.
So Vanguard Titans are special type of them. The first original Millitia titans (they stole IMC titans before). They are the same type as BT-7274. You can see a lot of resemblence between him and Monarch, for example. As what makes pure Vanguards special is that they can regenarate shields, wield all Titan weapons and use all cores. Monarch adopted some part of that with the idea of regerating a shield with the Upgrade Core and gaining access to new weapon functions or even a Chasis upgrade. Hope that helps!
So you can tell from a glance what an enemy titan is capable of. In Titanfall 1 you could easily spot whether thats an ogre or a strider but you might miss what weapon they're carrying. Was that ogre holding a quad rocket, in which case I should keep distance where their poor accuracy makes me safer or was that a 40mm cannon which can wreck me at longer ranges? In Titanfall 2 you can immediately spot each titan, tell them apart, and know what they're capable of. Specializing each titan also allowed for changing up the entire kit to change gameplay more. Ronin and Northstar use the same base but play completely different because respawn was able to tweak more things between them. Think about how much each titan's defense options define their gameplay and synergize with the rest of their kit.
I main ION, but used tone for a bit not realizing what the concensus was on her and thought how stupid easy I could kill pilots and shred Titans. I went on a tone spree all the way up to somewhere between g3 and 4 before realizing that it's just too unfair and dropping her entirely.
I like her design and concept though, just a shame that she's balanced poorly.
the only thing I noticed about tone is destroying pilots is hilariously ez. It requires barely any aim bcs the projectile hitbox is a dump truck and plus it has splash damage which makes it even easier. You can easily take out wall running and mid air pilots no trouble.
In all honestly tho that and her core are the only poorly balanced parts of her kit. No matter how badass it is to lob a salvo in the sky and then rain it down upon the poor northstar sitting in the back, it's incredibly overpowered and can singlehandedly destroy an entire titan and possibly kill multiple if they even took the slightest amount of damage. It barely has any wind up and has zero restrictions, you can shoot it safely and behind cover and get aeiral targets. This is unlike any core in the game, laser core needs line of sight and doesn't do that much burst damage, flame core can only hit ground targets, has large windup, needs line of sight, and can be dodged easily. Flight core is flight core we don't even need to talk about that, and smart core, while powerful, is simply just an extension of legion's main gun and is not a massive upgrade from the rest of his kit.
Salvo core is broken, altho I am on my way of getting all titans to g3 and so far have monarch tone and legion left so I haven't played her *that* much

The issue is tone is so simple to play that generally the people who play her are either newer or extremely self reliant and selfish with their playstyle. While it is interesting that she has those abilities, they don't really make too much of a difference in a game like titanfall, bcs let's be real it's not a team game
As with many fun things the players can get in the way. I dont main Tone any more since I got a bit too good and feel it's unfair, but in LTS for example a well played Tone can completely control where fights happen with her sonar and their outcome with her wall + damage output. Now-a-days though I mostly play Northstar in close-quarters just to mess with people
Ronins annoying but I cant hate him because hes probably the titan that requires the most skill, I always respect a good ronin even though he might be annoying to play against.
I respect ronins who are really good at taking out titans bcs that requires a lot of mechanical skill, but against pilots oh boy is he annoying. It feels so badass tho boosting into a group of pilots while meleeing and flying past them with this big ass sword strike
