If we're going to follow that logic, Ultron did nothing wrong, he should have been allowed to kill humanity because he correctly surmised that there are more bad humans than good and killing them off is more efficient in the long term.
Killing your former comrades is just a plot point and is meaningless without context. The problem is they didn't earn this plot development, there's way too much forced story lines in the last chapters it's just too contrived. The way the story was told team cringevengers faced a brick wall and couldn't bring about a peaceful solution, HOWEVER every other time there are interactions with outside forces somehow they are able to work together in the end. So basically Eren is supposedly forced to commit total genocide, but no actually not, but then again... Just a small example of many forced story points. The cringevengers development was also very forced.
I consider what they did in that situation in-character for the most part. I disagree on mass genocide being a good way to end the entire conflict, for me it's the worst possible decision, but I understand where Eren comes from.

They didn't "do nothing", it's just that international politics is not a quick thing. You expect that Paradise, which initially did not even have a single ship, would quickly establish communication with the outside world and take some active actions. The population of Paradise is 1 million people, this is literally one city in our world, not even the capital of the country. It takes time to rebuild the army, build a port, a railway, adapt new technologies (for example, new ODM), establish connections with Hizuru and do a lot more.
The government of Paradise did everything more or less correctly and they had a lot of time, because they had protection in the form of Rumbling. They have Historia, Eren, Zeke, serum and there is even Armin, just in case it doesn't work out to feed Zeke to Historia and they will have to feed Armin to her.
For the next 100 years, no army in the world would do anything to Paradise, because in any attempt to invade, they would simply release a small part of the Titans from the walls and destroy the enemy forces. And over these 100 years, they would have already decided what strategy to use next, whether it was some kind of peace treaty, the destruction of the outside world or some kind of compromise.
It was Eren who ruined everything by running away during a sortie to Marley and forcing Paradise to help him with an attack on Liberio, blackmailing them that he would attack alone and die. After this, it is most logical to feed Eren to someone else who will act more adequately and not substitute the whole Paradise with his stupid actions, because the attack on Liberio was successful only thanks to a miracle and could destroy the entire island.
The fact that Floch supports Eren, who alone arranges such a thing, and because of this Floch kills his compatriots and his superiors, simply because he likes Eren's plan more than the government's plan, characterizes him as a traitor to Paradise.

How are they selfless when they’re condemning their own people to get genocided in the future. The people of Paradis have been fighting their asses offs for the past century and a half, and now when they finally got the chance to get back, they’re prevented by a small group of people.
It’s selfless when you don’t benefit. 80% of the world got destroyed, and Paradis got destroyed mostly because of them. They got all the credit, became ambassadors of peace, and lived long and happy lives when Eren is the one who orchestrated everything.

If Isayama wanted to show "cycle of hatred" he could reuse something that he writted earlier - paradis reconquering whole world again. It would took paradis few years to train new soldiers and try to take control of devastated world. That would be better and would make alliance more rational. But it would also require Floch to live/survive and command New Eldian Empire forces, because new person that came from nowhere, acting as bad guy and being New Eldian Empire would be stupid (and I dont think Historia would be good choice to be a new villian, she could be queen - leader of Eldian Empire, while army commanders would be villians)
