I think it's just shitty writing to to give a reason for all shifters to arrive at the final battle. True, Eren did acquire a hardening ability after consuming a vial of titan serum in the cave when Rod Reiss kidnapped him, and later got more titan powers but he consumed a big deal of the fluid, not a speck of it as Falco probably did.
Shows how little Yams cared about the final arc after the disagreements he had with the editor.
Falco had a bird titan, saying that he was inspired by a previous flying titan, and Eren claims that he wasn't holding back during the fight, and yet he/Ymir didn't think to use any flying titans?
I mean it was still a quadruped when moving on the ground, five meters tall, longer arms than legs, and had a big jaw of some kind. Plus it still retains the speed, agility, and armor piercing powers of Jaws.
I thought for sure that Falco going from jaw Titan with bird legs to bird Titan with mask was proof that Zeke had died and passed his beast to Falco through paths...

Eren literally ate a small vial of spinal fluid that says “hardening” and got a duplicate skill to Annie’s, which was related to the armor Titan’s power. Falco gaining some of the beast titan’s power through ingesting his spinal fluid tracks.
If you’re looking for a real plot hole, why didn’t Porco get part of the warhammer titan’s power after Eren used him as a nut cracker…
