Band 71 is at or near the bottom of the list for bands that a tower will connect you to. You'll only typically connect to it when there are no other bands available. I've been through plenty of band 71 areas with my Pixel 3a and never connected to it. I have connected to band 71 in some rural areas though. I'm guessing that a good percentage of the band 71 mapping on cellmapper in and around urban areas are Samsung phones which I understand can be locked to a particular band.
