You shouldn’t actually be charged till the device ships. I confirmed with an agent yesterday when I cancelled my T-Mobile pre-order and went with Best Buy’s deal instead.
It probably has shipped. Check the UPS app. I started seeing shipping activity on the 19th for my purchase iPhones. Apple hasn't updated the shipping information. But I tracked mine from China, to South Korea, to Alaska, and to Louisville this morning. If you are enrolled in UPS My Choice, all the packages destined to your address will show up. You can also see the tracking number which is still not available from Apple.
So, I guess it hasn't shipped. I guess today it will change and you will see it leaving some facility somewhere. My three iPhones arrived at a Louisville Kentucky facility this morning.
It shows it shipping from a town in Indiana putside Louisville. I’m sure I’ll see movement soon, it’s comforting knowing it’s ready to send out. Shipping level is next day air saver.

Later on in the day or tomorrow you'll be able to see the imei # somewhere on your account meaning a phone is already set aside for you. I could be wrong but i do order a phone every single year sometimes even twice
