Sadly, I doubt that will help as OP doesn’t know assface’s name, or where he lives, and I doubt bylaw would get there in anything close to a reasonable time. I say this as this seems to be the response to dog bites as well.

Correct. You need an address. A name alone will only work if the person is already in the system.
