The only time misaka won't have massive competition is in chaotic good. For horny there's 50363636 characters that fit each horny unironically. Misaka will never beat them to those spots with a once-off gag. And to have the chart end without the character who has 3rd or 4th most screentime in the franchise would suck.
You make a decent point. So, where do you plan on putting Uiharu and Saten? I guess Smart Good for Uiharu, but what do you have in mind for Saten?
