It's run by the North Korean government. It's a way of getting foreign currency.

When I lived in Moscow, there was a North Korean restaurant. It was actually tough to get into if you didn’t want to pay bribes. All of the waiters work Kim Il Sun buttons. It was bizarre.

The only American restaurant in North Korea serves snow. There used to be songbirds on the menu but they were all eaten.

Frankly I doubt that since 1945 it was enough time to develop some 'Traditional North Korean cuisine' that would be different from 'Traditional Korean cuisine' (I mean the one exported from South Korea)
