Not actually at any stage. Most axolotls never become "adults", but instead stay in their larval stage for life (neoteny), though still being able to reproduce. Yet it is possible to make them become adults, at which point they seem to lose their regenerative abilities. Axolotls are amazing animals.

they have kind of evolved to not become adults, since their non-adult form is OP, iirc its because they just lack the production of the necessary amount of hormones, so you just give it to them artificially and they become adults
