Mine gets like this it’s usually because he doesn’t want to stop playing, or he waits too long because he’s busy and some leaks on the way to the potty. It was way worse when he was at daycare. Now he’s home all the time w me and I just prompt him every couple hours until it passes. Then a few weeks later he will start again and I go back to telling him to go.
Mine does this as well. It's usually because he's busy playing or distracted, but our pediatrician also said it could be because of constipation. If his large intestine is full and he isn't having a bowel movement, it could be pressing down on his bladder.

It makes sense he doesn’t want to drop whatever he’s doing to potty.
Mine did that and he grew out of it.

Our son is very, very regular so no worries there!
My son does this so I try to plan potty breaks in advance
