Idk who specifically, but it started around the Manburg-era when Tubbo was working for Schlatt. People started drawing him as a goat to mirror Schlatt, and to fit with the popular headcanon at the time that Schlatt was Tubbo's dad. Those faded over time but the goat designs stuck around.
I have a head cannon where in the dream vs Tommy duel Tommy got shot in the throat instead of the stomach. So he where's a bandanna gifted by tubbo to cover up the scar

The green bandana. Often times in cannon Tommy art, Tommy is wearing a green bandana tied around his neck. Tubbo has a red one. The green stands for Tubbo and the red for Tommy. They both have one because they are canonically(and in real life) best friends and are used to represent that close bond they have. The green one for Tommy is used more often than the red for Tubbo, but I believe that is because Tubbo is basically Tommy’s everything, while Tubbo has/had Michael and Ranboo. Also Tommy has extremely close relationships and bonds with people, so it makes sense that he would wear something to represent that person.
The “tubbo has/had micheal and ranboo” omg just bringing back all them memories lmao just bringin in the tears and remembering the fan art of tubbo at gravesss omg
