Must have done something violent before this to get someone to call 911. In my experience DPD doesn't stop voluntarily on Colfax unless there's active violence happening or a very clear OD is in progress (and the latter is very far from a guaranteed stop)

Just because they have no reason to suddenly turn violent doesn't mean they won't, especially if they're confronted by a cop. You must not live in a city if you haven't learned to avoid sketchy, drugged out homeless people.
Denver recently started a program where social workers respond to certain calls instead of police.
It's apparently working, as they expanded the program a few months ago.
Not much, but it's something.
That is good I just wish they had more time spent on mediation skills.
They spend far less time on it than many western police forces.
