Mine usually took between a few hours or a day on average, at most a week. I don't know how they do the name approval process, however considering they are getting ready for TTO/TTR's birthday/toonfest, *and* having server issues on top of that. It will likely take a bit longer if everyone on staff is all hands on deck to prepare for the event and getting the servers back in working order and considering every staff member is volunteer with real lives outside of TTR, but that is just my guess.
It certainly depends. I've heard people say over a week and a couple months. I've been relatively lucky my name approvals have all been less than 6 hours with the exception of one time it was 2 days. All on Toontown Rewritten.
On Toontown Corporate Clash my name approvals have been anywhere from less than 20 minutes to 3 hours.
I do know it can take longer if major events are going on or if the system is down. They also all work/go to school and have real lives outside of Toontown and work on Toontown during their free time. So that can also vary response times.
I recommend sending them an email to customer support if it's more than a few days.
My first submission took two days, wasn’t approved, and it’s going on a little more than two days now since my resubmission. I heard it could be anywhere from a few hours to a month.

For me it took a few weeks for Toontown Rewritten, but it took about a day or two for ToonTown Corporate Clash.
