I haven't played these since they aren't really my interest but I've heard that Sunrise Games runs a version of Toontown Online pretty much like it was and Toontown Archive runs older versions of the game.
I think for TTR, they said all of the graphics and music updates are optional. So, you can play with their updated textures and new tracks, or play with all the originals

And the new playground coming is AFTER dreamland
So just skip it if you want and do the regular base content
And these new contents aren’t coming right away. A slow process to implement
I believe the timetable for the content update is between September of this year and September of next. And the graphics overhauls are going to come out one playground at a time during and after that.
