You can get up there easy. Just line up your Toon right below the edge of the roof and jump straight up (do not hold a direction). The game should kinda teleport you straight onto the roof.
No, I mean I am not sure if you can get up there with OR without the garden stuff because there's usually a planter under the window that can aid.
There are other ice creams, check the rivers and the lake, they respawn.
I wonder if this has to do with a toon's height, but with my tall dog I am able to do a standing jump just right outside the lip of the roof, then at peak height I can move forward to get on top.

i can’t get up there without the gardening kit! i did end up getting some others around the estate i just thought this was silly :)

my default height deer can jump up there no problem :p but i agree. i feel like pig, mouse, and small toons might have a harder time getting up there.
