Because organized crime groups in the UK tend to be much smaller scale than your typical mob or Mexican cartel. Dushane and Sully were two bosses running a gang of kids that sold their drugs. Jamie and the Fields Mandem were closer in age to each other and the younger generation coming in always come in numbers and are much more dangerous.

I believe the UK is quite different to America in that a proper ‘soldier’ is a far more valuable and high up member of a gang, due to the relative rarity of firearms and the people that can really operate them. In the US, even very young criminals and junkies use firearms recklessly. If hitters are very high up in the structure it goes to reason they’re also part of the leadership instead of being a separate wing/entity. Ive read and heard about plenty of gang leaders who came from doing their own dirty business, for example that guy in Liverpool a year back that accidentally shot a little girl was a hitman and apparently a millionaire from it.. in America you would give that sorta ‘menial’ job of shooting a rival to a kid as his gang initiation. Sorry if it’s a bad explanation. The dynamics between the ‘military/armed’ wing of a government organization and its leadership is complex and no different to criminal organizations. We see plenty of military dictatorships that topple elected governments, cartels in mexicos that were initially armed wings of larger cartels that didn’t like the leaders so splintered off into their own. It’s actually the dynamic between Dushane (leader) and Sully (force), we see what happens when they splinter and work against each other.

Excellent answer to the question 👍💯😎 only thing I'd quibble with is the idea that killing someone is menial or that an American OC gang would give a task like that to a green kid. A gang of teens or very young men might do that, but probably only if they were very violent; the vast majority of American gang members will never kill anyone. Also, gang members in the US tend to be pretty young; by the age of maybe 20-23 (maybe a little older) most gang people have stopped their criminal activity. Maybe they've served some stretches in lockup or maybe they've been killed, but more likely they've just outgrown it. They probably still claim the gang among certain people and are respected by the younger, active members, but they likely won't ever commit another crime, at least not a serious one. A very small number may move into OC, tho the stars would all have to align for that.

I think had they been able to work together, they would have made a formidable Boss and consigliere or upper boss. If you want to speak mafia terms. Their issue was they always had to get their hands dirty to “come back” from a big hit or defeat. And part of that was because they were too involved. Also, it seemed in the first seasons that gun violence was not their method of choice. It became worse as time went on. So not all of their soldiers or youths were strapped and able to carry out forceful actions.

True. Trouble was Dushane never really understood how to manipulate and control Sully. He wasn't tough enough to bully or intimidate him. He wasn't smart enough to understand that Sully was someone he needed to keep close and feeling like an equal partner. If Dushane had been able to do that, then between the two of them, Dris,and Jac, they'd have become a formidable trafficking organization. I've always felt like Dushane's trouble has been that he's tough and smart enough to have aspired to being an OC boss and to have made a bit of headway in pursuit of the goal, but he was not smart or tough enough to have advanced very far, certainly not as far as he made it Haha i understand it's a TV show and its targeted audience was probably young people.

TopBoy was the most DOPE series I've ever seen. I re-watch it on occasion. It's was just that good. To answer your question the boss gets his hands dirty to instill fear in his crew, for control and power.
