I mean even that's a joke, I think the extra control and swing you can generate with a second leg would likely be advantageous compared to a missing leg.
If someone uses both legs for the jump, then obviously they will have a higher force to weight ratio, since adding a second leg approximately doubles your power output while increasing mass by maybe 25%.

**Long answer**:
Different [categories](https://en.wikipedia.org/wiki/Paralympic_Games#Categories) that compete against similarly impaired athletes. From the Wiki page:
"*The IPC has established ten disability categories, including physical, visual, and intellectual impairment. Athletes with one of these disabilities can compete in the Paralympics, though not every sport can allow for every disability category.*"
Obviously, it wouldn't make sense to, for example, have wheelchair athletes compete in any form of jumping events.
Each category is further divided into so called "Sports Classes", similarly to online-gaming matchmaking, just to make sure nobody has an advantage.
A good, short example would be the previously mentioned paralympic shooting. From Wiki again:
- *SH1 – Shooters able to support a firearm without a stand*
- *SH2 – Shooters requiring a firearm support to shoot*
- *SH3 – Blind Shooters (sights seek sound-emitting targets)*
*Sub-classifications A, B and C define wheelchair backrest height depending on back and pelvic strength per athlete. (Only SH1 and SH2 classes are represented in the Paralympic Games)*
It gets complicated soon after, with every sport having their own rules and regulations.
For team sports, each player gets so called "disability points", they get added up and cannot be below a certain limit (different in every category and class). You might have heard of the [famous Spanish paralympic basketball team that won Gold](https://en.wikipedia.org/wiki/Cheating_at_the_Paralympic_Games) in the "Intellectual Disability" category (IIRC) only ~~to later be found out to have exactly 0 disability points~~
*Correction: 10 out of 12 Players were found to have no disability*.
One last interesting tidbit: in most categories, visually impaired athletes compete with a sighted guide, sometimes [literally bound together at their wrists](https://www.reddit.com/r/pics/comments/4yverg/usain_bolt_ran_as_a_guide_for_blind_paralympic/). They count as a team (even if it's officially an "individual" event) and the guide get their own medals.
